The investing entity is a wholly state-owned enterprise—Wuhan Hi-tech Agricultural Group Co., Ltd.
In 2011, the Overseas Chinese Affairs Office of the State Council approved the establishment of the "Zhonghua Technology Industrial Park" in Wuhan Optics Valley, China, as the main carrier and permanent venue for signed projects of the "Overseas Chinese Venture Convention", providing a high-level platform for overseas Chinese to return to China for entrepreneurship and living, helping overseas Chinese build their homes and realize their dreams. In June 2016, at the 16th Overseas Chinese Venture Convention, Hubei "Qiaomengyuan" was unveiled.
