In order to implement the new healthcare reform and enhance medical service capacity, the Medical Administration Department of the Ministry of Health, assessing the situation, promptly made a pilot deployment to strengthen the standardized management of hemodialysis on the China Medical Talent Network, improve the level of hemodialysis treatment, ensure medical quality and medical safety, and reduce costs. The Bethune Foundation Management Committee responded actively, innovated mechanisms, and carried out pilot work to establish non-profit chain "Bethune Blood Purification Centers" in communities and at the grassroots level.

The current situation of hemodialysis in China is: the number of hemodialysis patients is increasing significantly each year, hemodialysis rooms are mainly concentrated in secondary and higher-level hospitals in cities, and hemodialysis facilities in districts, counties, communities, and especially rural areas are very scarce, with imperfect equipment and non-standard management, unable to meet the hemodialysis needs of the vast majority of kidney disease patients in rural areas. The dialysis costs borne by individual dialysis patients are relatively high, and the economic burden is heavy.

Drawing on the development and popularization of hemodialysis abroad, which follows the path of large-scale, community-based, clinic-based, and chain-based operation. Building blood purification centers in communities and at the grassroots level makes hemodialysis accessible and affordable for community and rural patients, which is a great benefit to the country and the people. Following its purpose of public welfare and charitable acts and medical services that benefit and assist vulnerable groups, the foundation has determined an innovative pilot model for hemodialysis: namely, "holding high the banner of the Bethune spirit, mobilizing social capital investment, government support and participation, standardized management according to law, and benefiting grassroots people," and has volunteered to carry out pilot work to establish community-based and grassroots-level hemodialysis, creating non-profit chain "Bethune Blood Purification Centers," making hemodialysis in communities and at the grassroots level a reality.
