On October 21, 1996, upon research and decision by the Director's Office Meeting of the Economic and Technological Development Zone Management Committee, the Changbei Development Zone Planning and Architectural Design Institute was established, affiliated with the Planning and Construction Bureau of the Economic and Technological Development Zone, and possessed multiple industry design qualifications. In June 2010, it was restructured and placed under the Housing and Urban-Rural Development Bureau of the Economic and Technological Development Zone.
