工作职责
1. 牵头搭建集团EHS（安全/环保/消防/职业健康）制度与绩效考核体系，督导下属单位落地执行，并定期开展制度适用性评审与迭代优化。
2. 统筹推进安全风险分级管控与隐患排查治理双重预防机制落地，主导各单位安全生产标准化创建及达标复审，规范安全台账与档案管理。
3. 制定EHS专项及综合性检查方案，赴各生产基地开展现场巡查，建立隐患分级台账并跟踪整改闭环，对重大隐患实施挂牌督办。
4. 编制年度EHS培训计划，指导下属单位开展应急处置演练；参与EHS事故调查、原因分析与责任认定，制定防范措施并跟踪落实。
5. 组织季度/年度安全考核，跟踪各单位安全责任分解与落实情况，推动安全责任制层层到人。
6. 参与下属单位新改扩及重大技改项目的安全生产、消防、职业健康“三同时”全流程管理。
7. 为下属单位提供EHS技术支持与管理咨询，指导隐患整改与应急预案完善，确保符合国家及行业法规要求。
8. 监督园区能源使用合规性，提出节能改进方案并推进项目实施与验收，主导新改扩项目全周期节能管理。
任职要求
1. 大专及以上学历，安全工程、化工、机电、材料等安全相关专业。
2. 5年以上EHS管理经验，具备集团总部统筹SHE管理的实践经历。
3. 原则性强、风险敏感度高，具备优秀的现场问题研判能力与跨单位统筹协调能力，可接受巡检及偶尔异地出差。
4. 精通《安全生产法》《环境保护法》《消防法》《职业病防治法》等法规，熟悉工贸行业规范、双重预防机制及安全生产标准化要求。
5. 持有注册安全工程师职业资格证书。
