20世纪80年代到1994---联通成立之初
中国联通：1994年7月19日，中国联合通信有限公司经国务院批准正式挂牌成立。中国联通的成立是我国电信行业深化改革、打破垄断的重大举措，是中国电信发展史上具有里程碑意义的一件大事。
电信大环境：二十世纪八十年代末期，随着改革开放和现代化建设的不断深入，通信供需矛盾日益突出。装电话要批条子、找关系、走后门，即使交了几千块钱申请装电话，往往也要等半年。那个时候，电信基础设施的落后是我国电信业发展的*大瓶颈。
