奎屯锦疆热电有限公司是七师与内地民企杭州锦江集团合资建设2×135MW热电联产的企业。由农七师锦龙电力公司出资50%、杭州锦江集团有限公司出资45%、浙江康瑞投资有限公司出资5%共同组建。工程建设厂址位于，奎屯—独山子经济开发区喀什东路66号。工程建设规模为2×135MW双抽供热机组，配套2×440t/h高温高压煤粉炉。项目总投资12亿人民币，项目注册资金3.2亿元人民币，该项目于2007年7月3日正式破土动工。1#机组于2008年12月13日调试完毕，接入新疆自治区电网并网发电。2#机组于2009年4月9日调试完毕，同年7月1日，双机正式投运并网发电。
