铁通公司成立于2000年12月20日，总资产136亿元，注册资本103亿元。铁通公司成立初期以“立足铁路，面向社会，服务运输，市场经营”为指导思想，进行了大规模的网络建设，市场经营上取得了快速的发展。 2004年1月20日，经国务院批准，铁通公司由铁道部移交国资委管理，更名为中国铁通集团有限公司。 2008年5月，按照国家深化电信体制改革要求，铁通公司整体并入中国移动通信集团公司，作为其子公司独立运营。 2009年12月15日，铁通公司将铁路通信业务、人员移交铁道部。铁路通信专网剥离后，铁通公司继续作为中国移动的全资子公司，从事公众通信业。
