Dongying United Petrochemical Co., Ltd. was established in February 2012, with a registered capital of 4.5 billion yuan and covering an area of over 4,000 mu. It is composed of Dongying Weilian Chemical Co., Ltd., Dongying Haiwang Storage and Transportation Co., Ltd., and Dongying Fuhai Chemical Technology Co., Ltd. It is a large mixed-ownership enterprise jointly established by Shandong Expressway Energy Development Co., Ltd., Fuhai Group New Energy Holdings Co., Ltd., Shengli Oilfield Tianqin Investment Consulting Co., Ltd., and Dongying Jinshi State-owned Capital Investment Group Co., Ltd. It is an important carrier of the strategic cooperation between Dongying City and Sinopec.

The company is committed to building a "safe, green, intelligent, open, and responsible" refining and chemical integration platform. It has successively built and put into operation more than ten units and supporting facilities, including 4.2 million tons/year residue dewaxing, 2.3 million tons/year delayed coking, 1.5 million tons/year mixed aromatics hydrogenation, 2.6 million tons/year hydrocracking, 4.4 million tons/year continuous reforming series I, 1.4 million tons/year aromatics extraction series I, 2 million tons/year para-xylene series I, 100,000 Nm³/h PSA, 40,000 Nm³/h hydrogen production, 200,000 tons/year sulfuric acid, and 30,000 tons/year sulfur recovery, achieving the transformation from a "fuel-oriented" enterprise to a "fuel and chemical-oriented" enterprise.

The company has passed the ISO9001, ISO14001, OHSMS18000, and ISO50001 "four certificates in one" certification, obtained the "dual rights" of crude oil use right and import right, and has been honored with titles such as "National High-tech Enterprise", "Shandong Province First Batch Green Factory", "Shandong Province Specialized and Innovative Enterprise", and "Shandong Province May Day Labor Medal". Its main products include para-xylene, benzene, No. 3 jet fuel, National VI gasoline and diesel, liquefied gas, sulfuric acid, petroleum coke, and other aromatic chemical products and clean oil products.

As the leading enterprise of the aromatic hydrocarbon industry chain in Shandong Province, the company thoroughly implements the decision and deployment of the provincial party committee and government to "promote the conversion of new and old driving forces and achieve high-quality development", continuously extends the industrial chain, accelerates enterprise transformation and upgrading, and is now fully constructing the 2 million tons/year para-xylene project series II and the 2.5 million tons/year purified terephthalic acid and supporting projects. The units introduce advanced patented technologies such as those from UOP (USA), BP (UK), and Sinopec Research Institute, and indicators such as safety, environmental protection, and energy consumption are at an advanced level. The construction units select large central enterprises such as Sinopec and China National Chemical Engineering Co., Ltd. The projects are currently being accelerated and are planned to be completed and handed over in August 2022.
