国能垦利生物发电有限公司隶属于国家电网公司。公司引进丹麦先进的生物质直燃发电技术，结合中国丰富的生物质资源，于2006年经山东省发改委立项批复的*批1×30MW的秸秆发电厂。工程总投资概算为2.7亿元,年发电能力为2亿千瓦时，于2006年2月破土动工，2007年3月29日并网发电。生产发出的绿色电力全部并入东营市供电局进行商业运作。2016年11月，公司积极推进生物质产业升级和战略转型，在垦利区、董集镇政府的大力协助下，投入使用低真空循环水供热工程，以缓解周边供热难等问题，取得了良好的供热效果和社会效益。
