京能（赤峰）能源发展有限公司赤峰煤矸石电厂成立于2006年11月，由北京能源投资（集团）有限公司与内蒙古平庄煤业（集团）有限责任公司按照煤电一体化模式合资建设，首期建设2×135MW燃煤发电机组，采用先进的循环流化床燃烧技术，热电联产方式运营，工程总投资16亿元。该项目于2006年9月25日得到国家发改委核准，于2007年5月基础工程正式开工建设，计划于2008年底双机投产。
厂址位于赤峰红山经济开发区，距离赤峰市区9公里。
