本公司是由柳州市人民政府为改革城市建投资体制于一九九九年七月出资成立的国有独资有限责任公司，主要职能是城市基础设施及公用事业国有资产营运及对指定的城市基础设施建设项目建设投资。公司成立8年来，成功的为柳州市基础设施建设项目融资75.53亿元。完成投资71.60亿元。已完成二座跨江大桥，叁座城市立交桥在内的城市内环路及中心主干道工程；包括叁座跨江大桥的六条进出口道路工程的东出口中、西南出口、北出口工程。并且完成柳州市座污水处理厂。
目前正在组织建设的基础设施项目：柳东新区及河东新区道路桥梁工程；城市路网改造工程；其余进出口道路工程。现着手启动城市外环路的建设前期准备工作。
