Guangzhou Special Pressure Equipment Inspection and Research Institute

Guangzhou Special Pressure Equipment Inspection and Research Institute is a public welfare type II institution, subordinate to Guangzhou Municipal Administration for Market Regulation. It undertakes the supervision and inspection of manufacturing, installation, alteration, and repair, as well as periodic in-service inspection of pressure-bearing special equipment (boilers, pressure vessels, pressure pipelines and their safety accessories) in Guangzhou, along with energy efficiency testing of high energy-consuming special equipment. Commissioned by government regulatory authorities and enterprises, it also conducts training and assessment of pressure equipment operators; assessment of polyethylene gas pipe welders; type testing, licensing inspection, supervision inspection, and annual inspection of hazardous chemical packaging containers (tank type); performance inspection of non-metallic materials and equipment; type testing of anti-corrosion pressure pipeline components; quality inspection of boiler water treatment equipment and chemicals; testing of heat transfer and insulation products, graphene product quality inspection, boiler environmental protection testing; licensing appraisal and review of pressure pipeline manufacturing and installation units; and technical support and guarantee for safety supervision of pressure equipment, including failure analysis and accident technical appraisal. It is the earliest established, largest in scale, most technically strong, and dominant inspection institution in South China, and one of the largest pressure equipment inspection and testing institutions nationwide. Established in April 1982 under the name 'Guangzhou Boiler and Pressure Vessel Inspection Institute', it was renamed in January 2014 to its current name, and also operates under the additional names 'Guangzhou Special Equipment Accident Appraisal Center' and 'Guangzhou Hazardous Chemical Storage and Transport Tank Inspection Center', with independent legal entity status. Over 35 years of development, it has become a vital force in safety and energy efficiency inspection of pressure equipment in South China, with comprehensive strength ranking among the top nationwide.

The institute is a national comprehensive special equipment inspection and testing institution, a national anti-corrosion pressure pipe component type testing institution, and a national non-metallic pressure pipe component type testing institution. It also hosts the National Quality Supervision and Inspection Center for Energy-Saving Heat Transfer and Insulation Products (Guangdong), National Quality Supervision and Inspection Center for Non-Metallic Pressure Pipe Components (Guangdong), National Quality Supervision and Inspection Center for Graphene Products (Guangdong), and a national examination institution for non-metallic (polyethylene) welding operators. It holds approval certificates for special equipment inspection and testing, type testing, national laboratory accreditation, inspection body accreditation, and qualification certification.

It is also a national comprehensive special equipment inspection and testing institution, a national energy efficiency testing institution for fixed industrial boiler type products and in-service industrial boilers, a national inspection institution for production licenses of industrial products (hazardous chemical packaging and containers (tank bodies)), a national licensing appraisal and review institution for pressure pipe component manufacturing and installation units, a national vocational skill appraisal institution, and a national pilot institution for comprehensive standardization of social management and public services. Additionally, the Guangdong Boiler Heat Transfer Media Standardization Technical Committee, Guangdong Non-Metallic Pressure Pipe Standardization Technical Committee, Guangdong Thermal Insulation Material Standardization Technical Committee, Guangdong Graphene Standardization Technical Committee, and the secretariat of the Polymer Pipe and Container Professional Technical Committee of the Chinese Society for Corrosion and Protection are located at the institute.

The institute currently has an office area of 28,546 m², including laboratory area of 23,418 m² and office area of 5,128 m². Its inspection and testing equipment amounts to 218 million CNY (2,928 sets/sets), including 97 sets with unit price over 500,000 CNY and over 257 sets of precision instruments with unit price over 200,000 CNY. It has established 107 specialized laboratories, equipped with high-precision instruments such as X-ray photoelectron spectrometers, scanning electron microscopes, X-ray diffractometers, inductively coupled plasma mass spectrometers, and ultrasonic guided wave detectors, with advanced inspection and research conditions.

The institute's overall personnel quality, technical and equipment capabilities rank among the top in the industry. It has excellent teams and a solid talent echelon. Currently, it has 346 employees, including 6 doctoral degree holders, 90 master's degree holders, 8 senior engineers (professorial level), 72 deputy senior engineers, and professional technical personnel account for 78% of total staff.

In recent years, the institute has completed 117 scientific research projects, including 13 projects under the General Administration, 8 under provincial science and technology departments, 32 under provincial bureaus, 7 under municipal science and technology bureaus, and 57 under municipal bureaus. It has led or participated in the development of 243 national, industry, and local standards, and is currently working on over 70 standards. In terms of intellectual property, it has applied for 331 patents, including US invention patents, international PCT patents, and national invention patents, and has been granted 2 US invention patents, 62 national invention patents, and 104 utility model patents, totaling 169 granted patents. In 2017, it passed the national intellectual property management system certification and was rated as an intellectual property advantage enterprise in Huangpu District. Two invention patents have been industrialized and commercialized. It has received 21 provincial/ministerial-level awards and 60 municipal bureau-level science and technology awards. The scientific achievements 'Intelligent system for remote monitoring and diagnosis of energy-saving industrial boilers' and 'Boiler condensate recovery and purification technology' were included in the recommended list of energy-saving technologies and equipment (products) for the whole province published by Guangdong Economic and Trade Commission in 2009.
