BDO China

BDO China (Special General Partnership) (hereinafter "BDO China") was founded in 1927 in Shanghai by Pan Xulun, a leading figure in Chinese accounting. It is one of the earliest and most influential accounting firms in China and was re-established in 1986. In June 2000, it was initiated and established by Zhu Jiandi, Li Deyuan, Zhou Qi, Dai Dingyi, Zheng Guoqiong, Wang Dexia, Qian Zhi'ang, Shi Guoliang, Meng Rongfang, among others, with a registered capital of RMB 5 million. Approved by the state, it independently undertakes certified public accountant (CPA) services and is qualified to engage in securities and futures-related businesses. Under the U.S. Sarbanes-Oxley Act, non-U.S. audit institutions must register with the PCAOB (Public Company Accounting Oversight Board) to audit overseas subsidiaries of U.S. listed companies; BDO China obtained this qualification in August 2004. After nearly a decade of rapid development, BDO China has achieved a leading position in business scale, practice quality, and social image. Since 2001, BDO China has consistently ranked first in the number of audit reports issued for domestic listed companies among accounting firms nationwide; according to the national top-100 ranking statistics by the Chinese Institute of CPAs, BDO China ranked fifth for five consecutive years from 2002 to 2006 (the top four were Sino-foreign joint ventures established by international accounting firms in China). In 2007, 2008, and 2009, BDO China ranked sixth (but still fifth in total business revenue). In January 2009, BDO China joined the BDO International network, expanding its services to provide overseas audit services for clients. Between 2000 and 2010, with approval from the Ministry of Finance of the People's Republic of China (hereinafter "MOF"), BDO China successively established fourteen branch offices in Xinjiang, Jiangsu, Hangzhou, Beijing, Shanxi, Shenzhen, Yunnan, Sichuan, Xiamen, etc., making it one of the most influential cross-regional accounting firms in China. BDO China currently has nearly 3,000 employees, including over 700 practicing CPAs. Its head office is in Shanghai, with more than 30 audit business departments, 5 international audit business departments, and related departments such as review, technology, training, and management consulting. Its clients are spread across the country, including nearly 130 listed companies, over 2,000 foreign-invested enterprises, and it provides audit and related services to many commercial banks, securities companies, futures brokerage firms, insurance companies, funds, large state-owned enterprises, and private enterprises.
