在正蓝旗人民政府对外招商引资政策下，总经理史利锋于2005年到正蓝旗投资，创办正蓝旗利锋乳制品厂生产基地，通过正蓝旗发改局正式批准立项（蓝发改[2005] 46号）。我厂已按照旗政府招商引资优惠政策，办理完相关合法有效的土地出让使用权手续和城建有关规划手续，并于2006年10月份正式建成一期生产糖果车间，2007年4月份投入生产。我厂注册商标为“利锋”牌，早在2003年7月份已在工商局注册，租用厂房投入小批量生产，本着“先做市场，后建工厂” 的思路，把部分以代加工为主要形式的产品推向市场。
