Shanghai Talent (West) Co., Ltd. (hereinafter referred to as "West Talent") is a wholly-owned subsidiary of Chenda Shares (Stock Code: 837633), responsible for western China affairs. It settled in Chengdu Economic Development Zone in 2004, becoming the first professional human resources company introduced by the local government. It creatively practiced the development model of a one-stop human resources industry chain of "talent cultivation, talent supply, and talent services," providing comprehensive and standardized human resources services such as dispatch, outsourcing, training, agency, and consulting to manufacturing industries like automobile and electronics, aerospace enterprises, service industries, and government agencies and public institutions. It serves over 160 clients annually and more than 10,000 employees.

In 2006, West Talent established Chengdu Economic Development Zone Vocational School and Skills Training Center for secondary vocational education; in 2008, it set up the Western Human Resources Market covering nearly 2,000 square meters, holding "weekly recruitment" and "daily job fairs". It utilizes the HRO cloud management system platform and HRSSC sharing platform independently developed by the group to improve work efficiency and strictly control project nodes.

In June 2016, Chenda Shares was listed on the New Third Board. West Talent continuously expands its business and market layout, investing in and building an internet recruitment platform based on big data and artificial intelligence, establishing various subsidiaries to enter Tianfu New Area, High-tech Zone, Pidu District, etc., to consolidate the human resources service industry chain.

West Talent is the vice president unit of the Sichuan Provincial Talent Service Industry Association, a member of the National Cross-Regional Human Resources Outsourcing Alliance, and has been rated as a 5A human resources institution in Sichuan Province, named a "Credit Service Demonstration Unit" for five consecutive years, awarded the AAA-level enterprise for labor security law-abiding by the Provincial Human Resources and Social Security Department, and in 2017 recognized as a regional human resources institution in Sichuan. It has also been rated as a Chengdu harmonious labor relations enterprise, a talent development demonstration unit in the "Double Competition, Double Innovation" talent development activities of Longquanyi District, Chengdu, and serves as a base for college student employment and entrepreneurship internship for the School of Business Administration of Sichuan University and a teaching internship and employment base for the School of Management Science, with strategic cooperation established with Chengdu University of Technology.
