始建于1963年，前身为聊城市干部疗养院、东昌医院，经过半个世纪的发展，现已发展成为一所以诊治心脑血管疾病、颅脑疾病、骨伤骨病和妇女儿童疾病为特色，集医疗、教学、科研、预防、保健、急诊急救为一体的现代化综合医院。医院现为中美脑中风协作中心聊城防治基地，中国卒中中心联盟单位，国家卫计委“十年百项”脑血管病早期检测中心，解放军总医院、上海中山医院、山东省立医院远程会诊中心均设在我院，医院还设有聊城市“心脑血管病研究所”、“颈肩腰腿痛研究所”、“股骨头坏死研究所”。医院顺利通过中国胸痛中心认证，是全市首家通过中国胸痛中心验收的市级医疗机构。医院不断加强内涵建设，顺利通过了ISO9001国际质量管理体系认证，医疗质量和服务水平进一步提升。
医院科室齐全，设有神经内科、心内科、颅脑外科、腹腔镜中心、介入科、妇产科、影像中心、超声科、特检科等50个临床医技科室。医院开放床位1000张，现有在职职工1037人，专业技术人员998人，其中高级专业技术人员119人，中级250人，博士、硕士研究生107人
