Jiangxi Water Group Co., Ltd. is a wholly-owned subsidiary group of Jiangxi Provincial Water Conservancy Investment Group Co., Ltd. It is a large provincial wholly state-owned enterprise responsible for the investment, construction, and operation of public welfare and quasi-public welfare water supply and drainage projects across Jiangxi Province. The company was established on July 19, 2010, with a current registered capital of 200 million RMB. At present, the company has 41 water supply subsidiaries, 1 engineering construction company, 1 water science testing and R&D company, and 1 equity-participating company in Jiangxi Province, with a total of more than 4,000 employees. Its water supply area covers more than one-third of the province's total area, its water supply capacity reaches 3.6 million tons per day, and its service area covers a total population of 16 million. After more than 9 years of development, in the process of implementing urban and rural water supply projects, Jiangxi Water has explored a unique development path, namely promoting integrated urban-rural water supply so that farmers can enjoy the "four same" treatment in water supply: "same quality, same price, same network, and same service," ultimately realizing "urbanization of rural water supply and integration of urban and rural water supply." As a representative of integrated urban-rural water supply construction, in Leping City, over about five years, enterprises and the government cumulatively invested 920 million RMB to upgrade Leping's urban and rural water supply system, increasing water supply capacity from the original 30,000 tons to 165,000 tons. Water supply for the city's more than 900,000 residents has achieved "one overall planning and five unifications," namely: overall planning, unified construction, unified water price, unified water quality, unified standards, and unified service. Drinking water for urban and rural residents has not only achieved "coverage in breadth" but also "improvement in quality." This model breaks the management model in which investment and construction are undertaken solely by the government or solely by the market, and shifts to a "two-legged" approach of government plus market, achieving the goal of equalization of urban and rural public services (water supply) and forming a "triple-win" situation for the government, society, and enterprises. It has become a model integrated urban-rural water supply project that is "the first in the province and among the foremost in the country," and has been highly affirmed by leaders of the Ministry of Water Resources and the main leaders of the provincial party committee and provincial government. It has been praised as the "Leping Model" and promoted throughout the province.
