中华志愿者协会黑龙江省代表处医疗服务管理委员会是从事医疗及相关服务的社会机构和专业人士组建的专业化志愿者服务队伍。遵照协会章程开展与医疗相关的志愿活动的全国性、公益性的社会团体组织。委员会接受业务主管部门民政部和国家社团登记管理机关的业务指导、监督、管理，同时接受中央精神文明建设指导委员会办公室的业务指导。
