成都中法环境服务有限责任公司原名双流大一环保科技有限责任公司，创建于2009年12月25日，于2013年2月1日完成股权重组，正式成为由中法水务投资（四川）有限公司（占股65%）与四川大一水务有限责任公司（占股35%）共同投资组建的中外合资企业，注册资金4400万元。致力于运营毛家湾污水处理厂的特许经营，特许经营期限为25年。 毛家湾污水处理厂工程一期建设净用地69.76亩，建设地址为天府新区正兴镇回龙村，一期工程规模3.96万m³/日，分两阶段实施，一、二阶段1.98万m³/日。污水处理厂一阶段主体采用A-A2O+反硝化滤池+脱碳生物滤池处理工艺，出水水质执行《四川省岷江、沱江流域水污染物排放标准》（DB51/2311-2016）地表类四类水体标准，尾水排入锦江。
