根据《中华人民共和国环境影响评价法》、国务院第 253 号令《建设项目环境保护管理条例》等有关法律法规要求，上饶市城市建设投资开发集团有限公司委托上饶市环境科学研究所承担上饶市中心医院建设项目的环境影响评价工作。另根据国家环保总局 2006 年 2 月 14 日 发布的《环境影响评价公众参与暂行办法》，建设单位在确定环境影响评价机构后，就拟建项目的有关情况向公众公告。
