The company was officially established in February 2009 with a registered capital of RMB 618,888,000. Its predecessor was Sichuan Baisheng Construction Engineering Co., Ltd. In November 2016, with the approval of the State Administration for Industry and Commerce, the original company was officially renamed Zhongjian Xinli Construction Development Group Co., Ltd. The Group has 6 branches in Chengdu, Chongqing, Guangdong, Guangxi, Qinghai, Xinjiang, and 8 subsidiaries including Zhongquan Construction, Chongqing Zhongxinli Commerce and Trade, Chongqing Jinlinhui Investment Management, Chongqing Zhongxi Project Management Consulting, Chongqing Zhongyiqing Property, and Huaying Jinpu. It is a construction enterprise group with 13 Class I construction qualifications and 13 Class II construction qualifications. It currently has more than 600 management personnel of various types, and more than 100 registered Class I and Class II constructors.
