工程枢纽主要由拦河闸坝、引水系统及地下厂房三大部分组成。拦河闸坝位于九龙河干流和支流踏卡河汇合处，引水系统沿九龙河左岸直至雅砻锦屏大河湾拐弯处，采用一洞三机布置方式，地下厂房位于九龙河汇入处下游约5Km的雅砻江左岸S215省道里侧。
