本公司是一家以政府和社会资本合作（PPP）模式经营的供热企业，成立时间为2016年1月12日，注册资本7500万元，特许经营期限：30年；经营范围为：集中供热、管道安装及维修（压力管道除外），水处理设备安装，工业余热回收利用的设计、施工及技术服务，生物质颗粒燃料、热泵机械设备技术研发、技术转让、技术咨询等。公司现有员工155余名，设立5个工作部门。
公司现有热源锅炉2台，配套超低排放环保设施设备2套，外管网交换站22座，加压泵站2座。主要承担热源建设，一次管网建设及特许经营区域内居民小区，公建单位，商业用户的供热任务。
目前供热区域包括石家庄市栾城区太行大街以东至藁城界、广厦财富中心以北至石家庄市南三环。随着栾城区东延北扩不断发展，公司供热面积将会不断增加。
