黑龙江省工业技术研究院（以下简称省工研院），隶属省科学技术厅,日常工作由省科学技术厅和哈尔滨工业大学共同管理，公益二类事业单位。主要职责任务：承担孵化高科技企业，服务中小企业技术升级，提升企业自主创新能力；促进国际间科技合作与交流；培养高端工程研发队伍和科技成果产业化队伍。省工研院设有机器人及智能装备、超精密加工与测试、能源及动力装备、新材料及材料加工、环保与资源综合利用、新一代信息技术等技术创新和成果孵化平台。
