Zhongzi Huayuan (Beijing) Consulting Co., Ltd. (hereinafter referred to as "Zhongzi Huayuan") is a comprehensive consulting enterprise. The company was originally established in October 1999 with a registered capital of 50 million RMB, affiliated to China Highway Engineering Consulting Group Co., Ltd., a direct subsidiary of the former Ministry of Communications. It completed its corporate restructuring in 2007. Over the past two decades, it has been dedicated to providing consulting services to enterprises and government public institutions, including preliminary planning and formalities handling, feasibility study preparation, investment estimation, demolition and evaluation, bidding agency, government procurement, engineering cost, project management, engineering supervision, whole-process cost consulting, PPP project consulting, BIM consulting, inspection and post-evaluation, judicial appraisal, performance evaluation, and financial and tax planning. The company holds Grade A qualification for engineering cost, government procurement bidding agency qualification, Grade 4A credit for engineering bidding agency (formerly Grade A qualification), Grade B credit for engineering consulting, Grade B qualification for engineering construction supervision (housing construction and municipal engineering), and a judicial appraisal license. It is a designated cost service institution for the Government Procurement Center of Central State Organs, a designated engineering cost consulting service procurement institution for the Central Party and Government Organs, an AAA-rated enterprise in credit evaluation by the China Association of Engineering Cost Management, a designated cost service institution for municipal administrative institutions in Beijing, an intermediary institution for major construction project inspection of the Beijing Municipal Development and Reform Commission, and an AAAAA-rated enterprise in credit evaluation by the Beijing Association of Engineering Bidding, Tendering and Cost Management. It is a member unit of the China Association of Engineering Cost Management (CECA), the China Tendering and Bidding Association (CTBA), the China Association of Engineering Consulting (CNAEC), the International Federation of Consulting Engineers (FIDIC), the China Association of Engineering Construction Supervision (CAEC), and the Royal Institution of Chartered Surveyors (RICS). It has passed certification for ISO9001 Quality Management System, ISO14001 Environmental Management System, and OHSAS18000 Occupational Health and Safety Management System.
