舟山市委、市政府根据国务院正式批准设立浙江舟山群岛新区及批复《浙江舟山群岛新区发展规划》提出的“三大定位、五大目标”中建成我国大宗商品储运中转加工交易中心的首要发展目标，以及浙江省委、省政府构筑以大宗商品交易平台为核心的“三位一体”港航物流服务体系等重大战略决策建设的综合性大宗商品交易平台。交易中心以营造特色、建设完善的功能服务体系为思路，在功能定位上进行全国首创，建成了集商品交易、公共信息、口岸通关、航运综合、金融配套和行政审批等六大服务于一体的功能体系，为贸易商提供高效、快捷、优质的“一站式”服务。
