CEC Trading Digital Technology (Shanghai) Co., Ltd. (hereinafter referred to as "Tongshang Digital") is a wholly-owned subsidiary of China Electronics Investment Holdings Co., Ltd. (hereinafter referred to as "CEC Investment"). CEC Investment is a second-tier subsidiary of China Electronics Corporation (hereinafter referred to as "CEC").

CEC is a key state-owned backbone enterprise directly managed by the central government, a Chinese enterprise possessing core technologies in both computer CPUs and operating systems, and the core force and organizational platform of the national cybersecurity and informatization industry. By the end of 2020, CEC had 26 second-tier enterprises, 15 listed companies, and over 180,000 employees, achieving annual operating revenue of 247.92 billion yuan, and ranking among the Fortune Global 500 for 12 consecutive years.

CEC Investment was established in 2012. By the end of 2020, the company's total assets were 3.625 billion yuan, with net assets of 2.74 billion yuan. CEC Investment focuses on the digital transformation of major livelihood sectors (such as healthcare, education, transportation, and energy) and the needs for technological and model changes in the digital economy. It develops diversified "technology finance" service solutions centered on big data credit enhancement, aiming to empower people's livelihoods and the real economy through finance.

Tongshang Digital is a provider of integrated services (planning, consulting, construction, and operation) for provincial-level health industry critical information infrastructure ("industry-specific cloud") and digital collaborative innovation platforms ("platform companies"). Tongshang Digital focuses on building industrial digital scenarios and actively promotes the implementation of the national "cloud adoption, data utilization, and intelligence empowerment" strategy in the health industry.
