盛京银行是沈阳市总部银行，是东北地区的商业银行，其前身是由沈阳市城市信用社、沈阳合作银行、沈阳城市合作银行逐步发展起来的沈阳市商业银行。沈阳市商业银行在经历了整合发展、改革创新、改造重组后，于2007年成功更名为盛京银行。2007年8月盛京银行天津分行开业，成为继上海银行、北京银行之后全国实现跨省设立分支机构的城市商业银行。2009年盛京银行在北京、营口和大连等地相继设立分支机构，外埠分行已达四家。
