China Urban Development Planning and Design Consulting Co., Ltd. (hereinafter referred to as the "Company"), renamed from China Architectural Design Consulting Co., Ltd. in June 2020. The Company is currently affiliated to China Construction Science and Technology Group (hereinafter referred to as the "Group"), a backbone science and technology central enterprise directly under the State-owned Assets Supervision and Administration Commission of the State Council. The Company has a registered capital of RMB 300 million. The predecessor of the Company was established in 1982 with the approval of the Secretariat of the Central Committee of the Communist Party of China, and was originally a unit directly under the Ministry of Urban and Rural Construction and Environmental Protection; in 1987, with the approval of the State Planning Commission, it undertook consulting, design, and management work in the field of urban construction nationwide, and was one of the first pilot units approved by the Ministry of Construction to engage in construction supervision business. Through long-term practical accumulation, it has formed a full-life-cycle service system covering engineering construction projects, and has gradually developed into a construction engineering consulting enterprise with the strongest capability in integrating domestic technical resources. The Company's qualifications include: Grade A engineering consulting credit for construction, Grade A engineering consulting credit for municipal public utilities, Grade A qualification for urban and rural planning compilation, Grade A qualification for building engineering design, Grade A qualification for housing construction engineering supervision, Grade A engineering consulting (full-process project consulting) for construction specialty (original), Grade A engineering bidding agency (original), Grade B land planning, Grade B tourism planning and design, Grade B engineering cost consulting, Grade B municipal public utility engineering supervision, Grade B highway engineering supervision, Grade B mechanical and electrical installation construction general contracting, and many other qualifications. In recent years, the Company has actively responded to the national call for high-quality development, implemented the concept of innovative development, practiced high-quality construction, and is an active practitioner of the reform of engineering construction organization models in the new era. It took the lead in the industry to propose the "1+1+N model of design-led full-process engineering consulting", forming high-quality construction and management capabilities across the entire process and all specialties. In 2018, entrusted by the Administrative Committee of Xiong'an New Area, the "Xiong'an Design Center Project" was designed, constructed, and put into use by the Company through the practice of architect-led EPC general contracting management model. The project serves international and domestic design consulting units participating in the construction of Xiong'an New Area, is a gathering place for innovative design concepts, and provides strong support for the high-quality construction of Xiong'an New Area. Meanwhile, as an implementation platform for the Group's "integrated operation" development strategy, by fully leveraging the Group's strong talent advantages, scientific research advantages, and comprehensive technical advantages in all fields of urban and rural construction, in 2017, the Company successfully won the bid and completed the first engineering project after the establishment of Xiong'an New Area, the "Xiong'an New Area Plot 9 Afforestation EPC General Contracting Project"; in 2018, it successfully won the bid for the "Guangdong Jiangmen 'Talent Island' Whole-Island Development and Construction Project" with a total land area of 12.68 square kilometers; in 2019, it successfully won the bid for the "Shanghai Lingang Nanhui New City Starry Sky Mirror Sponge Park DBO Project" with a total land area of 57.4 hectares, serving as a dual demonstration of sponge and landscape. Up to now, the Company has played an important role in many national development planning decisions and key project construction implementations.
