三穗康恒再生能源有限公司是中信产业基金旗下，上康恒环境股份有限公司的控股子公司。项目公司采用PPP模式进行项目投资、建设和运营。（1）项目总投资：约4亿元；（2）占地面积:80亩；（3）项目规模:日处理规模为600t/d；（4）机炉配量:1台600吨机械炉排炉,1台15MW汽机组,1台15MW发电机组。项目建成将为镇远、三穗、岑巩、剑河、天柱五县提供生活垃圾处理服务，处理量为500t/d。项目年处理生活垃圾约19.8万吨,年发电量约8000万度,年减少因垃圾填埋而占地库容约39.6万立方米。
