科尔沁左翼中旗现代星旗生物质发电有限公司位于保康工业园区，由湖南现代环境科技股份有限公司（湖南国资委上市企业旗下全资子公司，占股51%）与吉林星旗集团有限公司（占股49%）投资建设，项目围绕打造玉米全产业链，依托左中年产400万吨秸秆的资源优势，建设生物质电站，将生物资源转化为电力和热力实现热电联产，提高生物能源利用率，为保康主城区和保康工业园区提供清洁稳定的供热热源。 项目占地260亩，一期建设1台30兆瓦高温高压凝汽式发电机组，1台130吨高温高压循环流化床锅炉以及辅助设施。项目达产后，消纳秸秆等生物质燃料30万吨，发电2.1亿度，实现供热面积110万平方米。二期建设同等规模汽轮发电机组。
