Chongqing Chongrun Surface Engineering Technology Park is a centralized surface treatment processing zone designated by the Chongqing Municipal Government, Chongqing Municipal Commission of Economy and Information Technology, and Chongqing Municipal Environmental Protection Bureau. It is located in the Tongliang District High-tech Industrial Park, the "bridgehead" city of Chongqing's "One Zone, Two Groups" strategy. Chongqing Chongrun Surface Engineering Technology Park covers an area of 265 mu, with a planned construction area of approximately 210,000 square meters. The introduced plating types include: copper plating, nickel plating, tin plating, chromium plating, gold plating, silver plating, etc., involving electronic electroplating, plastic electroplating, hardware electroplating, phosphating, spraying, anodizing, electrophoresis and other surface treatment industries. After the technology park is fully completed, it can accommodate about 100 surface treatment enterprises, with an annual surface treatment area of about 50 million square meters, a total output value of about 4 billion yuan, realizing profits and taxes of about 600 million yuan, and creating about 6,000 jobs. It is the largest, highest starting point in planning, highest construction standards, and highest service quality centralized surface treatment processing zone in Southwest China.
The technology park always adheres to industry as the guide, environment as the foundation, and service as the link, adheres to the principle of "high starting point planning, high standard construction, high quality service", vigorously develops circular economy, fundamentally achieves green environmental protection operations, and takes the path of sustainable development. It is the first in the country to achieve functional layering, breaking the traditional surface treatment production workshop model. No production lines are set up on the first floor; production lines are uniformly set up on the second and third floors, and the first floor is used as auxiliary production rooms. The factory building height is 7.5 to 7.8 meters, and the design of independent doors and independent elevators fully guarantees the privacy of enterprises. It is the first in the country to establish an elevated concrete pipeline corridor, with wastewater collection tanks set above ground and an initial rainwater collection system established; it is the first in the country to implement that domestic sewage in the park is not discharged into the municipal pipe network, but is centrally treated by the technology park's wastewater treatment center to avoid indiscriminate and leaking discharge; it is the first in the country to uniformly supply hazardous chemicals to ensure the safety of hazardous chemicals use; through the dual measures of "production lines not touching the ground, sewage pipe networks not touching the ground", "specially established production wastewater collection stations" and "establishing a tracking and evaluation system for underground soil and groundwater", it ensures that groundwater and soil are not polluted; at the same time, the technology park has established a professional environmental protection company, introduced advanced wastewater treatment technologies and facilities, ensuring stable compliance of wastewater treatment and guaranteeing the normal operation of settled enterprises; the wastewater treatment center in the park has a daily treatment capacity of 15,000 tons and is built in three phases.
In order to better carry out park construction and provide professional and complete services for settled enterprises, the technology park has specially established: Technology Park Construction Company, Environmental Protection Company, Trading Company, Property Management Company, Heating Supply Company, and Enterprise Information Consulting Company, and is equipped with a professional talent team. The technology park has also jointly built a "Small and Medium-sized Enterprise Public Service Platform" with the Chongqing Municipal Bureau of Small and Medium-sized Enterprises, Tongliang District Commission of Economy and Information Technology and other departments, providing park enterprises and local enterprises in Tongliang District with: government affairs agency, finance and tax agency, financial services, material supply, technical support, entrepreneurship counseling, patent application, legal rights protection, recruitment and training and other services.
The technology park is built in three phases. Since its opening in December 2014, the factory buildings and supporting facilities of the technology park have progressed smoothly. Phase I factory buildings, Phase II Buildings No. 7 and No. 8, and Phase I of the wastewater treatment center have been completed and put into use. Since its opening, the technology park has officially signed contracts with more than 40 enterprises.
