河南省功能高分子膜材料创新中心将立足功能高分子膜材料行业发展，致力于打造国内具有重要影响力的功能高分子膜材料创新基地和人才交流与培养的开放平台，研发功能高分子膜材料领域国内的先进技术，促进科技成果转化与产业化，为推动功能高分子膜材料与制品产业发展壮大提供前沿技术和关键共性技术支持服务。
创新中心将集合国内外行业知名企业、科研院所、高等院校、行业协会，形成一个集“产学研用”为一体的，股权多元的，国际先进、国内的功能高分子膜材料行业创新载体。
围绕既定的建设目标，创新中心将建立“一主多辅”的产业布局，其中新乡市高新区为总部，建设总部办公大楼、智能中试服务平台等设施。2019年同时开工建设上海研究院，建设检验检测中心、人才交流中心等。2021年探索在武汉东湖经济开发区建立武汉研究院等。
将于2020年完成创新中心上海研究院的建设工程，2021年力争成为国家创新中心培育单位，2023年认定为国家功能高分子膜材料创新中心。
