开封市汴龙勘察设计中心成立于2005年12月，前身是开封市水利建筑勘察设计院，工商注册信息出资人为开封市水利局，是具有独立法人资格的全民所有制企业，成立原因：一是设计院在编人员少不能适应开封市水利事业发展需要，2000年后设计院逐渐招聘接受大学毕业生进行人事代理，以满足工作需要。二是2005年全省勘察设计单位改革，按市改革领导小组要求成立开封市汴龙勘察设计中心，中心现有人员64人。经营范围是乙级水利工程设计、乙级工程勘察（专业类）、岩土工程勘察（劳务类），乙级水文地质勘察化验，工程测量，乙级水利工程、岩土工程、工程测量、水文地质工程咨询（以上范围凭有效资质证经营）。
