天津大学温州安全（应急）研究院由天津大学和温州市人民政府、浙江温州海洋经济发展示范区管委会联合共建，于2021年11月揭牌运行，位于海经区发展大厦6号楼，建设空间1.2万平方米。研究院围绕安全应急领域，以生命健康产业为主导方向，聚焦应急医疗装备器械与药品、应急防护装备、海洋经济等产业，发挥天津大学品牌辐射效应，集聚国内外创新创业资源，建成集技术研发、成果转化、产业孵化、教育培训等功能于一体的新型研发机构。获批国家应急管理部医学救援关键技术装备重点实验室、国家应急管理部紧急救援促进中心应急救援员职业资格鉴定站和培训基地、国家自然科学基金项目依托单位、浙江省级新型研发机构、浙江省级众创空间、浙江省自然科学基金项目依托单位、温州市新型研发机构、市海洋科技创新平台，市应急医疗器械概念验证中心、市应急医疗设备与材料重点实验室。
