客运段是我国铁路管理体制改革的产物之一，有的铁路局没有设立客运段，而设立了列车段，从原则上来讲两个段的工作职能相同。2005年3月18日，中华人民共和国铁道部实施了对全国15个铁路局直管站段体制进行改革，撤消了10个铁路局下属的41个铁路分局。为了适应这一管理体制，全国15个铁路局实施生产力布局调整的改革，各铁路局下设的担当车次较少、段所在地交通位置不太重要的客运段被撤销，合并到担当车次较多、段所在地交通位置比较重要的客运段。以做到资源、人员的合理优化配置，为管理提供了便利。
