城投集团成立于2023年7月，注册资本5亿元，是第十四师昆玉市党委、政府按照国家国有资产管理体制改革总的要求，发挥政府资源在城市建设中的基础作用和引导作用，吸纳社会资本，构建城建投融资平台，而成立的资产、资本经营类国有独资有限责任公司。主要承担城市城市基础设施建设与管理、城市运营与服务、投融资以及城市资源配置优化等职能。下辖10个子公司，覆盖师市城市基础设施建设、城市供水供热及客运等保障、城市环卫管理、物业服务、国有资本运营、文化旅游投资等业务。
