洛阳生产力促进中心于1998年成立，隶属于洛阳市科技局。中心成立以来，按照“背靠政府、依托院所、扶持中介、服务企业”的宗旨，搭建各类公共创新服务平台，构建科技服务体系，加强内部管理和规范服务工作。2009年9月被国家科技部认定为示范生产力促进中心。 中心的主要功能是在中小企业与政府、科研、教育、金融机构间架起桥梁，通过整合社会科技资源，为中小企业提供技术信息、咨询、技术转让和人才培训等服务，提高中小企业的技术创新能力和市场竞争力，促进科技与经济的紧密结合。
