梳理河南、四川等属地法规差异，形成集团底线与属地要求对照清单；跟踪法规更新并定期修订制度
组织危险源辨识与风险评估，建立风险分级管控清单并公示；对新增产线、新工艺、新物料组织前置安全评估与「三同时」审查
制定隐患排查标准、检查表与频次要求；开具隐患整改通知单并跟踪验收闭环；建立集团隐患台账与共性隐患库
建立危险作业审批制度（动火、有限空间、高处、临时用电、吊装、检维修），审批作业票并实施现场监护（作业队伍不隶属本中心以保证监督独立）
建立危化品清单与 SDS 台账，实施新增危化品前置准入评估；建立特种设备台账并组织使用登记、定期检验
组织环保合规手续（环评、排污许可），制定污染治理设施运行标准，组织环境监测与超标处置；建立危废识别清单与转移联单管理
组织职业病危害因素识别、检测与项目申报，确定接害岗位范围与体检项目，提出防护设施技术要求
制定消防设施配置标准与维保要求并做技术把关；制定安全教育培训体系与教材，承担三级安全教育中安全技术内容讲授；建立持证台账并对无证上岗行使制止权
岗位要求
本科及以上（男女均可，大专优秀者可）
安全工程、环境工程、化工
3年以上制造业 EHS 经验
5年以上，能独立主导风险评估与体系审核；熟悉 ISO14001/45001
精通双重预防机制与危险作业管理；熟悉危化品/特种设备/环保/职业健康法规；具备技术培训讲授能力
注册安全工程师（必备）
