青州新华包装制品有限公司由山东省烟草包装印刷有限公司、香港嘉华行烟草工业有限公司和青州市印刷包装股份有限公司叁方投资兴建。1995年8月经山东省人民政府批准成立。注册资本500万美元。拥有先进的进口柔性版印刷生产线五条。胶印机、凹印机、丝网印刷机、卷烟水松纸印刷机、自动模切烫金机、上光机等二十余台套，有国内一流的进口美国、法国、德国的印前设备。1997年获山东省外商投资“先进技术企业”，并跨入外国和港澳台地区在华投企业500强。1999年11月通过了ISO9002国际质量体系认证，是世界柔性版印刷协会会员。
