The Company was approved by the State Economic and Trade Commission Document Guo Jing Mao Qi Gai [1998] No. 860, with China Ocean Helicopter General Corporation (formerly China Ocean Helicopter Specialized Company) as the main initiator, jointly with China Offshore Oil Nanhai East Corporation, CITIC Guoan General Corporation (now changed to CITIC Guoan Co., Ltd.), AVIC Heihe Civil Aircraft Technology and Trade Center, Guangdong Nanyou Economic Development Company, Shenzhen Tongfa Automobile Transport Co., Ltd. (now changed to Shenzhen Youlian Transport Industrial Co., Ltd.), and Shenzhen Mingshang Outdoor Sports Club Co., Ltd. as co-initiators. On the basis of China Ocean Helicopter Specialized Company, the Company was established as a joint-stock company through restructuring and reorganization. The Company was officially established on February 11, 1999, and obtained its enterprise legal person business license with registration number 1000001003124.
