Guangdong Shunye Petrochemical Construction Supervision Co., Ltd. is one of the earliest established supervision units in Guangdong Province, affiliated to Guangdong Guangye Environmental Protection Industry Group, and is the first Class A supervision unit in the province to pass ISO9001 quality system certification. Its qualification scope includes: Class A supervision for chemical and petroleum engineering; Class A supervision for building engineering; Class A supervision for municipal public works; and bidding agency and equipment supervision qualifications. The company originated from the Supervision Department of Guangdong Provincial Petrochemical Design Institute established in 1993. About one-third of its engineering and technical personnel come from Guangdong Provincial Petrochemical Design Institute, aged between 35 and 62, with about 20 to 30 years of design experience and a strong engineering design background. Another one-third come from large state-owned petrochemical production, installation, and manufacturing enterprises such as Sinopec, Sinopec Oil Construction, China Chemical Construction, China Metallurgical Construction, and Guangzhou Heavy Machinery Plant, aged between 40 and 60, with rich experience in manufacturing, installation, commissioning, and trial operation. Some of them have served as workshop directors, project managers, or chief engineers, with high technical levels and rich engineering management experience. The company currently has 336 engineering and technical personnel, including 48 national registered supervision engineers and registered cost engineers, 51 with senior professional titles, 206 with intermediate titles, 65 with junior titles, and 14 others. They cover more than ten specialties, including: architecture, civil engineering, chemical machinery and equipment, mechanical manufacturing, pressure vessels, welding, power equipment, industrial electrical and automation, building intelligence, chemical processes, HVAC and air conditioning, gas, fire protection, water supply and drainage, roads, and surveying. Since its establishment, the company has successively undertaken a number of key and large-scale construction supervision projects that are highly professional, technologically demanding, and challenging, including: (1) Industrial buildings mainly include: chemical, petroleum, pharmaceutical, grain and oil storage, auto parts, mechanical manufacturing, electronics, electrical appliances, printing and dyeing, papermaking, and other light industrial projects; (2) Civil buildings mainly include: super high-rise office buildings, high-rise residential buildings, community commercial and residential buildings, villas, etc. (3) Municipal engineering mainly includes: urban water supply (water plants), sewage treatment, urban gas pipeline networks, urban road engineering, etc. The company has achieved outstanding performance in multiple industries: (1) In the national key project West-East Gas Pipeline, the company undertook urban pipeline network projects in 12 cities across 5 provinces: Anhui, Hubei, Jiangsu, Guangxi, and Guangdong; (2) In national natural gas utilization projects, the company independently undertook the supervision of three LNG receiving stations in China — Guangdong Dapeng LNG Receiving Station, Jiangsu LNG Receiving Station, and Guangdong Dongguan Jiufeng LNG Receiving Station. Among them, Guangdong Dapeng LNG Receiving Station is China's first large-scale LNG receiving station and a national pilot project; (3) In national chemical projects, the company undertook the supervision of the largest sulfuric acid project in China — Yunfu Lianfa Chemical 400,000-ton sulfuric acid plant; (4) In Guangdong Province's "one county, one plant" sewage treatment plant project, the company undertook the supervision of 16 sewage treatment plants in the eastern Guangdong region, including Shantou Beizhou Sewage Treatment Plant, and 5 in the western region, including Xinyi Sewage Treatment Plant; (5) The company has undertaken multiple oil depot and storage tank supervision projects, mainly including: Xinhai Energy (Zhuhai) Co., Ltd. LPG storage project; Guangzhou Military Region 76143 project oil tank foundation and equipment installation; Zhanjiang Port oil tank area sewage treatment system and tank capacity technical renovation project; Guangzhou Baiyun International Airport expansion fuel supply project FedEX apron pipeline refueling system and airport oil depot expansion project; Nansha Taishan Petrochemical Storage Phase II finished oil depot construction supervision project. (6) In 2009, the company achieved a major operational breakthrough by going abroad and undertaking the PMC project management work for Vietnam's largest nitrogen fertilizer plant — Vietnam National Chemical Corporation Ninh Binh Nitrogen Fertilizer Plant with an annual output of 560,000 tons of urea. These projects have achieved good results in quality, safety, and civilized construction control, and have been well received by construction units and relevant authorities. A number of projects have been rated as National Luban Prize, Guangdong Provincial Construction Engineering Gold Craftsman Award, and provincial (municipal) excellent (model) projects. The company's management is in line with international standards. On March 18, 1997, it passed the audit of Guangdong Provincial Quality System Center, becoming the first supervision unit in Guangdong Province to obtain ISO9001 quality system certification. In response to national environmental protection policies, it passed ISO14001:2004 (Environmental Management System) and ISO18001:2000 (Occupational Health and Safety Management System) certification in April 2007. The company is at the forefront of China's reform and opening up. 80% of the supervision projects it undertakes are foreign-funded or joint venture projects, providing more opportunities to learn and master advanced foreign engineering technology, engineering management concepts, and engineering management experience.
