该院系于1984年10月在原云南省曲靖地区水电局勘测设计队的基础上组建而成的事业单位（县团级），是从事水利水电勘测设计行业的专业设计院，持有国家乙级勘察设计资质，内设勘察分院、设计处、水电工程设计室、施工预算处、监理公司、建筑设计分院、试验检测所等八个生产部门和四个职能管理部门。1990年推行全面质量管理(TQC)并通过达标验收，1999年积极转换经营机制，强化内部管理，改企建制基本结束，2004年2月16日通过ISO9001：2000质量管理体系认证。
