新公司将投资对原富伦纸业公司分叁期进行技改，扩大生产规模。首期将投入1.6亿元，在2004年内将原富伦纸业5万吨的设计生产能力提高到10万吨。第二期在2007年前将生产能力提高到35万吨。在此基础上再进行第叁期技改，届时玖龙兴安浆纸(内蒙古)有限公司将成为国内大型的制浆造纸企业。
