胜科公用事业公司是新加坡政府全额投资的胜科工业集团的子公司，隶属于新加坡淡马锡控股集团，2004年营业收入达20亿美元。该公司的主营业务为综合性公用设施、水、热电、天然气等，在新加坡、马来西亚、澳大利亚和英国都有投资。迄今为止，该集团在中国的投资已超过4亿多新元。此次在张家港保税区计划首期投入2400万美元，注册资金1000万美元，收购并扩建现有的污水处理厂,于2006年1月1日成立张家港保税区胜科水务有限公司。2008年，胜科工业与张保实业签署合资协议，成立张家港保税区胜科新生水有限公司。该项目投资1.17亿元人民币，建设中水回用项目，采用先进的膜工艺技术，将达标排放废水进行深度处理，生产高品质工业用水和除盐水给客户使用。该项目是国内***家利用工业园区综合污水作为水源，生产纯水级别的除盐水向园区企业提供并实现零排放的企业。
胜科在张家港拥有35,000立方米/天的处理设施，其中包括中国首家可直接处理来自于客户的高浓度污水而无需客户预处理的污水处理设施。被新加坡和中国政府选定为水务管理的示范项目。

This was selected as a G-to-G project for bilateral cooperation in water management.
