三. 监督特种设备管理责任部门部门对特种设备进行定期检测和检查，特种作业及特种设备操作证的管理
四. 负责组织监督和参与新建、扩建、改建项目的“三同时”检查，审核外来施工单位的安全资质
1．根据国家法律法规的要求，审核、检查外来施工单位的安全资质和安全生产条件
2．监督、检查外来施工单位安全管理和安全作业执行情况，对违反公司安全生产管理制度的行为提出处罚建议
3．参加新建、扩建、改建项目的“三同时”审查及投产、投用前有关安全措施的验收工作
五. 闸口区域的EHS管理：组织责任区域内EHS管理（培训演练计划及实施、目标指标分解、闸口区域活动开展、隐患排查和治理等）
六. 监督各部门组织实施三级安全教育培训
七. 安全检查及隐患管理
1．组织实施定期安全检查
2．监督各部门按要求组织自查自检
3．监督隐患的及时整改及闭环管理
