来宾市桂中水城开发投资有限责任公司成立于2009年12月16日，为来宾市人民政府直属的国有独资有限责任公司。公司承担来宾市桂中水城项目的业主职责，负责对工程投资范围内的政府投资项目进行融资和投资，对工程投资范围内的基础设施、公共配套设施等城建项目进行综合开发。来宾市桂中水城项目建设用地面积5985.37亩，全程渠道总长约60公里，近期投资估算约30亿元，项目建设主要包括：水利工程建设、水系景观工程建设、路桥工程建设以及项目沿线房地产开发和旅游开发等。
