The Institute of Scientific and Technical Information of the Ministry of Industry and Information Technology (hereinafter referred to as the First Electronics Institute) was founded in 1959. It is one of the first batch of central-level professional scientific and technical intelligence research institutions established in New China, and an important component of the intelligence research institutes in six major fields of science and technology industry technical foundations (nuclear, aerospace, aviation, shipbuilding, , electronics). Over the past 50-plus years, along with the development of China's electronic information industry and science and technology industry, as well as the integration process of China's industrialization and informatization, the First Electronics Institute has unswervingly based itself on scientific and technical intelligence research, continuously promoted the deep integration of informatization and industrialization and the integration of military and civilian sectors, continuously optimized management and innovated business, and has now become a well-known intelligence research consulting and decision-making support institution in China's industry and informatization and military electronics fields. The First Electronics Institute currently has scientific research and office space of more than 40,000 square meters and more than 800 in-service employees, of whom scientific researchers account for more than 70%, master's and doctoral personnel account for more than 40%, and personnel with intermediate and senior professional titles account for more than 40%. After more than 50 years of development, the First Electronics Institute has formed five major business segments: government support and management services, intelligence research and decision-making consulting, intellectual property research and practical consulting, information dissemination and media services, and information resources and technology development services. Its clients cover the Ministry of Industry and Information Technology, the State Administration for Science, Technology and Industry for National Defense, the Ministry of Science and Technology, the National Development and Reform Commission and other government and leading organs, as well as relevant research institutes, enterprises and institutions of higher learning. As an affiliated unit of multiple industry management functions of the Ministry of Industry and Information Technology, the First Electronics Institute also focuses on undertaking the ministry's industry management functions in science and technology intelligence, scientific and technological achievements, audio-visual resources, science and technology periodicals, yearbook editing, electronic industry archives, intellectual property, engineering construction, etc., and has carried out a large amount of innovative work. The First Electronics Institute is a Grade-I qualification unit and possesses qualifications such as information security risk assessment services, judicial appraisal, engineering consulting, testing services, and metrological certification.
