China Construction Third Engineering Bureau Co., Ltd. (hereinafter referred to as "CSCEC 3rd Bureau") was formerly the Third Engineering Bureau of China State Construction Engineering Corporation. It is an important subsidiary of China State Construction Engineering Corporation, a Fortune Global 500 listed company, and is a large state-owned backbone enterprise engaged in multi-functional, group-oriented construction and installation. It was approved for establishment by the State Council in July 1965; in 1993, it was approved by the Ministry of Construction as one of the first batch nationwide to hold Grade A general engineering contracting and Grade A general construction contracting qualifications; in 2002, it was approved as one of the first batch nationwide to hold Special Grade general engineering contracting qualifications. In April 2004, it was approved as a high-tech enterprise; in early 2005, it implemented the board of directors system for wholly state-owned enterprises; in December 2007, it was restructured into a one-person limited liability company solely held by China State Construction Engineering Corporation Limited; in March 2012, it obtained the new Special Grade qualification for general contracting of building construction projects issued by the Ministry of Housing and Urban-Rural Development, becoming the first building construction enterprise in China to cover business in ten major fields. Chairman and Party Committee Secretary Chen Huayuan is a professor-level senior engineer, National Class I Project Manager / Class I Registered Constructor, expert enjoying special government allowance of the State Council, National Outstanding Construction Entrepreneur, National Outstanding Project Manager of Construction Enterprises, National Outstanding Project Manager, National Outstanding Project Manager of Key Engineering Construction, Luban Prize Project Manager, winner of the National May 1 Labor Medal, young and middle-aged expert with outstanding contributions in Hubei Province, outstanding entrepreneur of Hubei Province, Hubei 2012 Economic Man of the Year, and deputy to the 12th National People's Congress. General Manager Yi Wenquan is a professor-level senior engineer, National Class I Registered Constructor, National Outstanding Construction Entrepreneur, National Outstanding Project Manager, outstanding young entrepreneur of Hubei Province, and outstanding Communist Party member of Hubei Province. In 2014, the contract value reached 249.8 billion yuan; operating revenue reached 117 billion yuan. The comprehensive strength of the enterprise has ranked first in China's construction engineering bureau system for many years, becoming the third enterprise in Hubei to reach the 100-billion level and ranking among the top three of Hubei's top 100 enterprises. The bureau headquarters, First Company, Second Company, and General Contracting Company were honored as "National Civilized Units"; the bureau won the "National May 1 Labor Award" three times, which is rare in the industry. In the 1990s, at the Shenzhen Diwang Commercial Center, the people of the Third Bureau continued their efforts, constructing one structural floor every two and a half days, creating a new "Shenzhen Speed" and pushing China's construction industry from ordinary super high-rise buildings to an internationally advanced level comparable to the world's skyscrapers. Entering the new century, in the steel structure construction of Guangzhou West Tower, it created the current world's fastest construction speed record (one floor every two days).
