Changsha Comprehensive Transportation Hub Construction Investment Co., Ltd. is an urban comprehensive transportation hub investment, construction, and operation entity established by decision of the Changsha Municipal People's Government. It is controlled by Changsha Xiandao Investment Holding Co., Ltd. on behalf of the government, and jointly funded and established by Hunan Longxiang Transportation Development Group Co., Ltd., Changsha Public Transport Investment Management Co., Ltd., and Changsha Rail Transit Group Co., Ltd., with a registered capital of RMB 250 million. As the main entity for investment, construction, management, and operation of comprehensive transportation hub projects in Changsha, the company is entrusted with managing government public-welfare assets within the scope of urban comprehensive transportation hubs, operates the development and construction of commercial facilities supporting public-welfare assets, and implements the construction of citywide public transit hub stations and yards in a planned manner.
The company's current main project is Changsha West Center (Changsha Hexi Transportation Hub), which is among the first batch of national highway transportation hub projects publicly announced by the Ministry of Transport during the "12th Five-Year Plan" period, and is a World Bank Global Environment Facility "China Urban Agglomeration Eco-Comprehensive Transportation Development Project." The project covers an area of 218 mu, with a total main works building area of 315,000 ㎡ and a total investment of RMB 3 billion. It pioneered Changsha's hub economy and includes two parts: the hub station and yard and the commercial complex. The hub station and yard consist of long- and short-distance passenger transport stations, a public transit terminal, and a rail transit transfer station, etc., integrating Changsha Metro Line 2, more than 200 originating long- and short-distance passenger transport routes, airport express lines, and 19 bus routes, among other urban and intercity transportation lines, with an average daily passenger transfer volume of up to 250,000 person-times. The commercial complex combines the urban agglomeration's 5A business core and *Hub MALL, with a total building area of 221,000 ㎡, consisting of three international 5A office buildings, one international brand shopping center, and one metro mall.
Changsha West Center (Changsha Hexi Transportation Hub) is located at the southwest corner of the interchange between West 2nd Ring Road and Fenglin Road. It is the natural geographic center and urban hub center of six major functional zones planned for the Greater Hexi Pilot Zone: Lugu Industrial Park, Meixihu Business District, Yanghu Ecological Tourism Zone, University Town Cultural and Creative Park, Binjiang New City, and Municipal Government West Urban Life Demonstration Zone. As the gateway for Changsha's westbound entry and exit, Changsha West Center is the central hub connecting Changsha with the "3+5" urban agglomeration including Chang-Zhu-Tan as well as Yueyang, Changde, Yiyang, Loudi, and Hengyang. Its efficient and rapid transportation system will greatly expand the development space between Changsha and the surrounding urban circles, and activate the interconnection of talent, capital, and resources between the city and the provincial capital Changsha.
